自回归祖国之日起,澳门一直就其法律的本地化与现代化进行着不懈的努力.但是,由于历史的原因,澳门的法律与司法一直与澳门社会保持疏离状态,而这一状态也并未因澳门的回归而得到完全的转变.澳门回归后,虽然进行了一些卓有成效的法律改革工作,但法律界中的葡语集团以“法律补强葡萄牙化和去葡萄牙化”为争端,造成了对法律本地化与现代化的掣肘与偏离.澳门的法律改革只有抛弃所谓“历史正当性”的预设,迈向社会正义,才能走向辉煌的未来.

Since the reform process began till today, Macao has been on the localization and modernization of the law of unremitting efforts. However, due to historical reasons, law and justice in Macao have maintained the alienated state and society in Macao, and this state also does not change and gets a complete transformation. Since Macao returned homeland, although there have been some very fruitful legal reforms, the Portuguese group in the legal profession promotes a dispute of ＂legal reinforcing Portugal and Portuguese＂ in order to cause the localization and the modernization of law deviated. The only way to make the legal reform in Macao towards social justice and a glorious future is to abandon the so-called historical legitimacy presupposition.
