总部经济集聚区内企业间价值链互动与合作，获得更多的价值链高端价值，发挥总部经济的集聚优势，从而推动总部经济集聚区协同发展。在综合性总部经济集聚区协同发展中，不同产业企业总部之间的协同和支柱产业与现代服务业的协同并存，而在特色性总部经济集聚区协同发展中，同一产业链企业总部之间的协同和旧产业路径依赖与新产业培育的协同并存。从政府、企业、中介协作发展角度，制定相应的总部经济集聚区协同发展对策，要求在强化企业总部间协同创新和企业主体作用的基础上，加强政府政策引导和保障体制建设，并完善社会中介服务支持体系的有力支撑。

The interaction and cooperation of value chain can obtain higher value among enterprises in the agglomeration zone of headquarters economy ,make best use of the agglomeration advantages of head-quarters economy ,and promote the synergetic development of headquarters economy agglomeration .The coordination of the corporate headquarters from different industries and the coordination of pillar industries and modern service industries coexist in the synergetic development of comprehensive headquarters eco-nomic agglomeration .In the synergetic development of the distinctive headquarters economic agglomeration ,the coordination of the corporate headquarters from the same industrial chain ,and the coordination of the old industrial path dependence and the new industry incubation coexist .From the perspective of governments ,enterprises and intermediary cooperative development , the corresponding measures should be introduced for the synergetic development of headquarters economic agglomeration .Based on strengthening the innovation of the corporate headquarters and the leading role of enterprises ,the government＇s policy guidance and support system construction should be guaranteed ,and the social intermediary service support system should be improved .
