关于社会变迁制约因素的一般性分析不一定完全适用于特定的区域社会，所以，社会变迁的制约因素应该有特定的指向性。甘肃社会变迁的制约性因素主要有变迁的动力不足、变迁的动员能力低下和旧有文化意识的积淀等，这些制约因素决定了甘肃社会发展变迁具有发展进程的落后性和迟缓性、发展动力的模糊性和分散性、发展任务的艰巨性和复杂性、发展方向的明确性和可引导性。全面分析和把握甘肃社会的变迁“惰性”，无疑能从学理上加深我们对于“联村联户，为民富民”行动的理解。

The factors that restrict social change in Gansu Province mainly cover the lack of motivation, the low mobilization capability and the old cultural accumulation, etc. These restricting factors contribute to the characteristics of social change in Gansu, i.e. the backward and slow procedure of development, the ambivalent and dispersive development power, the difficult and complex task of development and the specific and guidable development direction. Undoubtedly, analyzing and mastering the inertia of social change in Gansu can help us understand the action of ＂ contacting with villages and households, serving and enriching people＂ in the theoretical sense
