基础设施投资有助于促进国民经济的可持续发展和区域经济的协调发展。利用2003～2012年的31个省级面板数据，通过双对数模型估计了基础设施的投资乘数效应。全样本回归结果表明教育投资对国内总产出的促进作用最大，培育人才对促进经济的作用显著。分区域回归结果显示能源基础设施投资对中部地区总产出的促进作用最大，教育投资对西部地区总产出的促进作用最大，水利基础设施对东部地区总产出的促进作用最大，表明基础设施投资在各区域存在不均衡效应，各地区应该根据自身的发展阶段进行公共资源的优化配置。

Investment in infrastructure construction can promote national economic and regional economies sus- tainable development. The paper uses panel data of 31 provinces from 2003 to 2012, through the double logarithm model to estimate the infrastructure investment multiplier effect. The results of total sample regression show that ed- ucation investment to promote domestic output maximum, cultivating talents to promote the economic effect is re- markable. Regression results show that the energy infrastructure investment areas in the central regions of maximum total output, education investment promote maximum total output in the western region, water infrastructure in the eastern region of maximum output, indicates that the infrastructure investment effect exist disequilibrium in the regional, each region should be based on their development stage for the optimal allocation of public resources.
