通过构建节能减排指标体系,采用DEA—Malmquist指数对2004~2010年中国省域节能减排效率进行评价,分析省域的节能减排效率表现特征,进而运用Tobit模型对省域节能减排效率的影响因素实证分析。结果表明,我国节能减排效率在此期间处于波动状态,略有提升态势,这得益于技术进步,但节能管理缺乏效率;大多数省份的节能减排技术取得进步,但管理不足,亟需提高;技术进步、产业结构、对外开放度等三因素促进了中国省域节能减排效率提高,而能源价格时节能减排效率的进步有所阻碍,反映中国能源定价机制需要改革。最后提出相应的政策建议。

This paper applies DEA-Malmquist index to evaluate the energy conservation and emission reduction efficiency of 30 provinces in China from 2004 to 2010, and analyzes the efficiency of the provinces. And it makes empirical analysis on the influencing factors of provincial energy-saving emission reduction efficiency with Tobit model. The results show that, the efficiency of energy saving and emission reduction in China is ascending, thanks to technological improvement; the energy-saving emission reduction technology of most provinces progress, but there are management deficiencies in the majority of provincial energy-saving emission reduction, which is urgent to be improved; three factors such as technological progress, industrial restructuring and opening-up to the outside world promote provincial energy-saving emission reduction efficiency, while energy price hinders it, reflecting that energy pricing mechanism needs reform. Accordingly, the relevant policy proposals are given at last.
