中国城乡结合部流动人口的环境健康风险问题已经引起了政府和社会的广泛关注。文中以陕西西安市城乡结合部流动人口对环境健康风险的认知作为主要研究对象,以空气与水资源的质量、噪音以及食品与环境卫生等作为测量指标,研究发现:城乡结合部环境污染相对严重、流动人口暴露健康风险大;环境健康风险管理具有一定成效,但政策缺乏执行力;流动人口对环境健康风险认知存在偏差,缺乏有效应对环境健康风险意识和对策。研究提出对策:完善环境健康风险管理机制,开展环境综合治理;加强政府相关部门环境健康政策的执行力和有效性;多渠道加强流动人口对环境健康风险的认知和教育。

The environmental health risks of floating population in China's rural-urban fringe zones have caused extensive concerns of government and society. In this paper, we take the floating population in the downtown villages of Xi'an as the objective of study, and take air quality, water resources, and noise and food sanitation environment as the measurement indicators of awareness on environmental health risks. The investigations find that: 1) the environmental pollution in rural-urban fringe zones is relatively serious and there are large floating population being exposed to the environmental health risks; 2) the management of environmental health risks has achieved certain effects but still lacked execution; and 3) the cognition of floating population on the environmental health risks is always deviated. The research concludes with the suggestions as follows: 1) to improve the management mechanisms of environmental health risks and to carry out the comprehensive control of environment; 2) strengthen floating population' awareness on environmental health risks through multiple channels; 3) to improve the executive power and effectiveness of the policies for the environmental health risks; and 4) to focus on strengthening the management of floating population to protect their basic rights.
