新型城镇化的本质是人的城镇化,而要实现人的城镇化必须提升政府公共服务效能,实现此目标的关键在于府际合作的成效.在单一制政体的框架下,中国府际关系存在着纵向层级政府的合作效能较高但竞争力度不够问题,横向层级政府的竞争力度较强但合作性不足的制度性困境.新型城镇化客观上要求不同层级间政府必须从传统的幕后竞争走向当代的台前合作,顺势建立府际合作的规则与协商机制、政府利益与公共利益融合机制、公共问责与监督机制、干部晋升激励与生态补偿机制,这些机制的制度化、常态化有利于促进新型城镇化的发展速度与发展水平.

The New Urbanization in China is essentially the urbanization of the people. In order to accomplish the urbanization of the people, governmental provision of public service must be improved and the key to this lies in the effectiveness of intergovernmental cooperation. Under China＇s unitary system, due to institutional reasons, vertically-related governments show strength in cooperation but lack in competition, whereas horizontally-related governments manifest strong competitiveness but lag in cooperation. The current urbanization requires governments of differing levels to move out of the traditional behind-the-scene competition to frontal cooperation. Rules of cooperation, communications, accountability, staff incentives, ecological compensation, fusion of governmental and public interest mechanisms must be devised and implemented so as to speed up and deepen this urbanization development.
