城镇化的持续推进，外来人口的大量涌入对经济发达的“珠三角”地区的教育管理提出巨大挑战。这一地区形成了推进区域统筹管理、推动社会力量办学与管理和明晰教育管理职责等经验，但同时也存在管理体制不通畅、“两为主”政策难以落实到位、普惠性优质教育资源紧缺和激励评价机制不健全等问题。相关对策建议是：建立责、权、利对等的办学体制与管理体制；完善教育经费投入机制；推进民办教育规范有序发展；建立第三方评价机制。

As the continued promoting of urbanization and the influx of foreign population ,the developed ＂Pearl River Delta＂ region has faced great challenges of educational management. These areas have been formed many experiences such as ,to promote the regional coordination of management ,to promote the operation and management of regional social force and clarify the responsibility of educational management. But at the same time ,the management system is not smooth ,the ＂two oriented＂ policy is difficult to put in place ,the generally beneficial and high quality education resources are short and incentive evaluation mechanism is not perfect and Relevant countermeasures are：establish the system of school running and management of equal responsibility,rights and benefits;improve the mechanism of educational investment;promote the orderly development of private education;institute the third party evaluation mechanism.
