退耕还林生态补偿的难点就是补偿标准的确定。国内外实践及研究进展表明，退耕还林生态补偿标准最低应能弥补农户机会成本，对成本的充分补偿还应包括环境服务的提供成本或实施成本，出于公平考虑则应纳入生态服务价值补偿。退耕还林生态补偿标准的定量测算、纳入利益相关者意愿的补偿标准制定和竞标机制实践、基于退耕还林环境价值评估的生态价值补偿研究，是未来值得关注的几个方面。

The challenge in designing the ecological compensation mechanism of the Grain for Green Program is how to determine the standard of payment for environmental services （PES）. Review of the practices and research progresses both in domestic and abroad indicates that the minimum standard of PES of the Grain for Green must compensate farmers＇ opportunity costs, but covering their costs totally should include compensating the services＇ supplying costs or implementation costs, and with the consideration of justice and fairness, the reasonable payment should include the environmental values. Quantitatively calculating the standard of PES, standard setting and practicing of the competitive bidding mechanism considering the stakeholders＇ willingness, and researching on the ecological compensation based on environmental valuation should be the focuses for the future.
