林业生态建设是山区发展的重点内容，目前湘西自治州林业生态建设与山区开发政策各有侧重，在政策走向和实施过程中都存在不协调性和一定的矛盾冲突。文章分别从林业生态建设政策和山区综合开发政策两个视角出发，系统梳理了湘西自治州现行的政策现状，并以此为基础分析现行政策的关联关系和政策存在的问题，以期为今后湘西自治州林业生态建设和山区社会经济的协调发展提供一定的参考。
林業生態建設是山區髮展的重點內容，目前湘西自治州林業生態建設與山區開髮政策各有側重，在政策走嚮和實施過程中都存在不協調性和一定的矛盾遲突。文章分彆從林業生態建設政策和山區綜閤開髮政策兩箇視角齣髮，繫統梳理瞭湘西自治州現行的政策現狀，併以此為基礎分析現行政策的關聯關繫和政策存在的問題，以期為今後湘西自治州林業生態建設和山區社會經濟的協調髮展提供一定的參攷。

The forestry ecological construction is very important to the development of the mountainous area. Forestry ecological construction and mountainous development in Xiangxi Mountainous Area have different policy goals, which lead to the non-coordination and conflicts between them. This paper reviewed and summarized current policies from two perspectives： the forestry ecological construction policy and mountain area comprehensive development policy. Based on the summary and analysis, the correlation and the problems existing in current policies have been analyzed in order to provide certain references for coordinating the forestry ecological construction and development of mountain area.
