生态保护区内世居民族的经济发展与环境保护的关系是一个复杂的问题，良好的生态环境是经济发展的基础，但是严格的生态保护制度也会给生态保护区内世居民族的经济发展带来难题。在我国深化改革的进程中，政府开始通过构建新型的生态文明法律制度体系，科学划分主体功能区域等方式来变革传统的法律制度，解决我国可持续发展的制度保障问题。就珠江流域而言，构建合理的水源林区划管理和利益分享机制有利于解决世居民族的发展与环境保护的矛盾问题，因此有必要对我国原有的生态区划和生态补偿等相关环境法律制度进行改善。

The relationship between the long-dwelling peoples＇ developing problem in ecological protection zone and environmental protection is multiple, a good environment provide the basis for sustainable development, and stringent environmental protection policies will bring a lot of obstacles to development of the long-dwelling peoples. During the course of reform and development of China, the government gradually realized that it can not resolve conflicts between economics and environment if it just patched up the existing rules, so a new approach must be found to green the law. Taking protection area of water source in the Zhujiang River as an example, because of long-dwelling peoples＇ economic development and ecological protection contradiction, so it is suitable for a series of protection and management strategies including scientifically divide management and protection area of water source, construct reasonable structured water conservation forest and ecological compensation mechanism, were oronosed in the Zhuiian~ River
