洪水保险作为一项重要的行之有效的洪灾风险管理手段,可以有效提高对洪水风险的防御能力和灾后的恢复能力,维护社会稳定.文章针对溃堤情况下的洪水保险进行了系统分析.首先,指出溃堤洪水保险定价系统的核心是保险的定价问题,并对保险定价进行了初步探讨,将溃堤洪水保险的定价归结为洪灾损失期望值和洪水风险附加费率的确定;其次,提出基于溃堤洪水数值模拟的洪灾损失期望值计算方法,并引入资本资产定价模型确定洪水风险附加费率.溃堤洪水保险定价系统研究对于防洪减灾具有重要的现实意义与理论价值.

As an important and effective tool for flood risk management, flood insurance can effectively improve the defense capability of flood risk and recovery ability after flood, which will maintain social stability. In this paper, flood insurance was analyzed systematically in the case of embankment break. Firstly, insurance pricing was pointed out to be the key prob- lem of the pricing system of embankment-break flood insurance. After the preliminary study of insurance pricing, the insur- ance pricing of embankment-break flood can be concluded to the determination of expected value of flood damage and addi- tional premium rate of flood risk. Secondly, the calculation method of flood damage expectation was proposed based on the numerical simulation of embankment-break flood. Additionally, capital asset pricing model (CAPM) was introduced to determine the additional premium rate of flood risk. The pricing system of embankment-break flood insurance is of theoretical and practical significance for flood control and disaster prevention.
