行政复议制度是反腐败制度建设的重要一环。以反腐败制度建设为视角，通过对韩国的行政复议从很不完善到成熟的制度建设过程的扼要描述，揭示了理念、法律地位、独立、公正、客观和权威性是构成韩国行政复议制度走向成熟的一组关键要素，有资质的民间人士参加行政复议机构是韩国行政复议制度的一大创新，进而揭示了韩国成熟的行政复议制度对其他行政机关反腐败制度建设的推动作用。
行政複議製度是反腐敗製度建設的重要一環。以反腐敗製度建設為視角，通過對韓國的行政複議從很不完善到成熟的製度建設過程的扼要描述，揭示瞭理唸、法律地位、獨立、公正、客觀和權威性是構成韓國行政複議製度走嚮成熟的一組關鍵要素，有資質的民間人士參加行政複議機構是韓國行政複議製度的一大創新，進而揭示瞭韓國成熟的行政複議製度對其他行政機關反腐敗製度建設的推動作用。
행정복의제도시반부패제도건설적중요일배。이반부패제도건설위시각，통과대한국적행정복의종흔불완선도성숙적제도건설과정적액요묘술，게시료이념、법률지위、독립、공정、객관화권위성시구성한국행정복의제도주향성숙적일조관건요소，유자질적민간인사삼가행정복의궤구시한국행정복의제도적일대창신，진이게시료한국성숙적행정복의제도대기타행정궤관반부패제도건설적추동작용。
The root causes of corruption lie in the defects of the system. Therefore, fighting corruption should focus on the system construction, which involves the whole system of fighting corruption. Administrative review is an important part of the system of fighting corruption. From the perspective of developing the fighting-corruption system, this paper makes a brief description of the process of developing Korean administrative review and reveals the set of key elements that marked the maturity of Korean administrative review, such as, the idea, legal status, independence, impartiality, objectiveness and authoritativeness. The qualified professional＆#39;s participation in the administrative review is a major innovation of Korean administrative review. In a word, the fledged Korean administrative review is of significance for improving the fighting-corruption system of other administrative agencies.
