传统时代的水利博弈问题引发的地域社会关系复杂多样，这一问题深受环境变化的影响，而博弈结果往往取决于基层政治运作。青浦县作为基层的县级单位，其所面临的种种水利困境及其解决过程，较为典型地揭示了这一问题。通过对青浦县个案的考察可以发现，在县际层面的水利博弈中，环境变化是引发水利博弈的触发点，而基层各种政治运作则是解决水利博弈的主要途径。

The traditional water conservancy game problems are mainly caused by complex geographical social relations. This problem is under the impact of environmental changes while the results depend on grass-roots political operation. Qingpu County, as a grass-roots level unit, typically revealed this problem. Through the investigating of Qingpu County, people can found that in the countylevel water conservancy, en- vironmental changes play a major part in it, and a variety of grass-roots political operation is the main way to solve the water conservancy game.
