本文使用39个国家和地区的数据,利用选择模型与计数模型,对影响阶梯电价采纳和设计的因素进行了经验分析。结果显示,较高的基尼系数会增加实施阶梯电价的可能性.但较高的居民平均用电价格会阻碍阶梯电价的引入:在阶梯电价设计方面.较高的全社会人均用电量、平均温度、最高档对最低档的电价倍数倾向于引入较高阶梯数的阶梯电价.但是较高的居民平均用电价格会促使选择较低档数的阶梯电价。并且发达国家引入的阶梯电价的阶梯数一般会低于发展中国家的阶梯数。最后,本文检验了我国阶梯电价实施及结构设计的合理性。

Taking advantages of Selection Model and Counting Model, We make an empirical analysis on the influencing factors on Increasing Block Pricing(IBP) design based datas from thirty-nine countries and areas. We find that higher Gini coefficient could increasing the implement possibility of IBP, while higher residential average electricity price hind the introduction of IBP. Designing a respect, higher electricity consumption per capita, average temperatures and multiple ( divide highest price by lowest price) could raise the number of blocks on IBP, but higher residential average electricity price urge to choose less number. In addition, the number of blocks in developed countries and areas are less than the developing countries. In the end, we verify that the implement and structure of IBP in China is rational.
