本文对北京市学习型城市建设案例进行了全面研究。将1998年到2013年的建设历程划分为学习化社会建设起步、形成学习型城市战略、形成学习之都建设特色三个时期，系统分析了不同时期学习型城市建设的背景、目标、主要工作及其特点，研究讨论了北京市学习型城市建设的内涵、框架、体制、机制以及阶段特征、发展趋势和亟待解决的问题。
本文對北京市學習型城市建設案例進行瞭全麵研究。將1998年到2013年的建設歷程劃分為學習化社會建設起步、形成學習型城市戰略、形成學習之都建設特色三箇時期，繫統分析瞭不同時期學習型城市建設的揹景、目標、主要工作及其特點，研究討論瞭北京市學習型城市建設的內涵、框架、體製、機製以及階段特徵、髮展趨勢和亟待解決的問題。
본문대북경시학습형성시건설안례진행료전면연구。장1998년도2013년적건설역정화분위학습화사회건설기보、형성학습형성시전략、형성학습지도건설특색삼개시기，계통분석료불동시기학습형성시건설적배경、목표、주요공작급기특점，연구토론료북경시학습형성시건설적내함、광가、체제、궤제이급계단특정、발전추세화극대해결적문제。
This paper systematically studied the historical development of Beijing learning city construction. The construction were built from 1998 to 2013, which is divided into three periods：the commencement of learning society construetion, and the formation of learning city strategy and the formation of learning capital-city characteristics. The background, objectives, main works and features at the different periods were analyzed. The paper further discussed the connotation, framework, system, mechanism and other issues of the learning city construction. Based on the practical research, it created the three stages theory of learning city developmental and analyzed the future development trend of the Beijing learning city.
