本文主要通过问卷调查的方法，采用入户一对一的方式调查收集居民在家庭能源消费方面参与低碳发展的数据。通过对居民意识层和行动层的调查和分析，本文得出，目前我国新能源普及率较低，且电气使用存在浪费；公众大部分不清楚低碳相关名词内涵，且对于低碳发展存有疑虑。针对此现状，本文提出建议：政府不仅要加强低碳节能宣传教育，而且要建立政府一公众相互监督促进的互动机制；政府应倡导并监督企业生产低碳产品，并给予一定支持；在公众基本消费中实施低碳要求，从衣食住行娱方面渐渐渗透低碳理念；建立反映低碳发展公众参与情况的渠道。

In this study, the household survey was conducted to collect data of public participation in low-carbon development about energy consumption. Based on statistical analysis about the residents＇ participation in low-carbon development in consciousness layer and action layer, this paper concludes that the current adoption rate of new energy is low, and the waste of electricity and gas still exists. The concept of the low-carbon has not been well understood by most of the public. People have their doubts about the low-carbon development. For this situation, this paper proposes that government should not only intensify the propaganda and education about the low-carbon, but also establish a government- public mechanism to interactively supervise and promote each other. Government should advocate, supervise and support the production of low-carbon products,; It is necessary to achieve the goal of the public involvement with low-carbon consumption and gradually integrate the low-carbon concept into basic necessity and entertainment areas. What＇s more important is to set up the channels for reflecting the public participation in the low-carbon developments.
