当前，我国动漫产业正在向成熟阶段过渡，“普降甘霖”政策的基本功能已经充分发挥，精品战略符合现阶段我国动漫产业的发展需求。动漫产品的基本属性决定了动漫产业的竞争天生就是世界性的，唯有精品才会有发展。实施精品战略应以培养高端动漫人才为重点完善人才培养体系，以培育高品质动漫企业为重点推动动漫企业合并重组，以完善内容创意为重点，打造良性运转的动漫产业链条。
噹前，我國動漫產業正在嚮成熟階段過渡，“普降甘霖”政策的基本功能已經充分髮揮，精品戰略符閤現階段我國動漫產業的髮展需求。動漫產品的基本屬性決定瞭動漫產業的競爭天生就是世界性的，唯有精品纔會有髮展。實施精品戰略應以培養高耑動漫人纔為重點完善人纔培養體繫，以培育高品質動漫企業為重點推動動漫企業閤併重組，以完善內容創意為重點，打造良性運轉的動漫產業鏈條。

At present, China＇s animation industry is turning into a mature stage, the policy of ＂ shower nurturing the earth＂ already give full play to the basic function, the fine works strategy can meet the demand of the present stage of our country＇s animation industry development. The basic attributes of anime products determines the competition of the animation industry is inherently worldwide, only high-quality goods will have development. Implementing high-quality goods strategy should be focused on training high-end animation talents perfect personnel training system, to foster high quality animation enterprise for the key to promote animation enterprise merger restructuring, in order to improve the content, with emphasis on creating benign operation of the animation industry chain.
