This paper defines and analyzes the concept of environmental costs to strengthen environmental cost management from the government and enterprise aspects, and it is necessary to avoid gaining interests at the expense of the environment for settling the conflict of economic development and environmental protection, and realizing a win-win situation of enterprise interest and social interest.
