喜马拉雅山南麓喜马偕尔邦斯比提地区塔波寺（Monastery of Taphoin Spiti）新发现的《声明要领二卷》写本，对藏族古代翻译理论《声明要领二卷》成书年代的传统说法提出质疑，并将其成书年代提前了30年。通过考证，藏族首部翻译理论《声明要领二卷》之纲领首次颁布于吐蕃赞普赤松德赞时期，即水猪年（783年），随后历代赞普对其不断进行增补和完善，最终成书颁布于吐蕃赞普赤松德赞时期（木马年814年）。

The newfound manuscript of The Sgra spyor bam Spiti of Himalayan south,is standing of the time it was the first work completed, and pa; completion time of the po gnyis pa in Monastery work of Tapho in on translation theory in Tibet,Tt doubts the traditional underargues that it was written 30 years in advance. It is pointed out that the creed of this work was issued by the Tibetan king Kri srong lde bzan in 783 A. D,and it had been supplemented and improved by the following kings, as well as that the completed work was done in 814 A.D
