协同创新是国家科技发展的动力源泉。作为协同创新任务的主要承担者,高校应营造协同创新的文化环境。但是目前高校还不能自觉促进创新资源和要素的有力汇聚:教育过程中重继承轻创新;科学研究中竞争多于合作;管理过程中重控制轻协调;发展趋势上同质化影响了特色化。因此,高校只有努力去建设以超越性、开放性、协同性、实践性为特征的文化环境,才能使“人才、资本、信息、技术”等创新要素充满活力,促进协同创新的深度推进。

Collaborative innovation is the source to motivate national scientific and technological advancement. As colleges and universities are the major undertakers of the collaborative innovation, it is imperative for them to create a cultural environment of the collaborative innovation under such circumstance. However, colleges and universities at present cannot take the initiative to promote the forceful convergence of the innovative resources and ele- ments. For example, inheritance is emphasized while innovation is despised in the education process;there is more competition than cooperation in scientific researches;supervision and control is focused while coordination is ignored in the management;and characteristics have been undermined by the homogenization in their development. Conse- quently, only colleges and universities strive to construct a cultural environment characteristic of transcendence, openness, collaboration and practicability, can they refresh the innovative elements of talents, capital, information and technology, and deepen the advances of the collaborative innovation.
