碳市场是当今规模最大也最被看好的气候治理机制，然而其实际治理效果却远不尽如人意。近几年来碳市场在实行过程中出现的一系列问题时刻挑战着碳市场的有效性与合理性。本文从政治经济学的视角来分析碳市场，认为资本积累是造成碳市场失灵的根本因素，资本主义社会的不平等是促成这一转变的社会历史条件。中国应当吸取碳市场失灵的历史教训，走一条治理主权在我，独立自主决策，民众广泛参与的中国特色气候治理道路。

The carbon market is the biggest and most promising climate governance mechanism today but its actual effect is not just as one wishes. A series of problems has appeared in recent years in the carbon market which constitutes constant challenges against the validity and rationality of the carbon market. This paper analyzes the carbon market from the perspective of political economics and concludes that the accumulation of capital is the fundamental factor causing the failure of the carbon market, while capitalist social inequality is the social and historical condition leading to this transformation. China should draw the historic lessons from the failure of the carbon market and seek a climate governance road with Chinese characteristics to a broad public participation.
