宏观经济层面是在现代工业取代传统农业后才产生的。现代工业专业化分工的发展和市场经济支配地位的确立，导致宏微观经济的分裂。在经济调节中，宏微观经济的分裂内在地要求市场起决定性作用和发挥政府重要作用。市场与政府各自在经济调节中的积极意义和消极影响表明，二者是一种既对立又统一的关系。当然，必须基于具体的社会历史条件来把握市场与政府及其相互关系，二者之间抽象的最优关系模式是不存在的。对于我国的市场与政府及其相互关系，必须基于宏微观经济分裂的背景和我国的现实国情来把握。

The positive and negative effects of the market and the government in their respective economic adjustment show that they both oppose and integrate. To handle well the relations between the market and the government we must analyze the background of the macro and micro economic division, as well as China＇s specific national conditions.
