在突发公共事件传播中，互联网以其强大的功能成为社会动员的重要结构。在全民发声、众声喧哗的网络时代，作为动员结构的互联网在突发公共事件传播中承担着提供资源与机会的双重功能。尽管当下突发公共事件传播中的网络动员整体呈现出失衡与失范的基本态势，但不管是政府主导网络动员抑或民间自发网络动员，都遵循由信息流通、情感激发、意见协商与认同塑造构成的动员机制。

In public emergency communication, internet has become a vital structure of social mobilization for its powerful function. In the internet age with every people speaking, as a kind of mobilization structure, intemet undertakes dual function to provide resources and opportunities in public emergency communication. Although the internet mobilization has shown the basic trend to imbalances and anomies in public emergency communication in the current, it still follow the mechanism composed of information flow, emotional excitation, opinion consultation and shape recognition, whether it is government-led or folk spontaneous intemet mobilization.
