农民工市民化进程与国家政策演变息息相关。从突破囚笼束缚到有限制性的允许流动、再到以服务和融合为核心的阶段性政策演进，为农民工市民化的实现提供了良好的政策环境。农民工市民化政策过程作为一种政治现象，本质上是社会利益的调整与分配过程。透过政策调整的表象，体现了执政者的发展理念、发展观以及战略目标取向。只有调整战略思路、明确政策目标取向、设计整体性的政策框架并有重点地在操作层面上细化和集柬政策，才能发挥政策预期效应，加快农民工市民化进程。

The process of migrant workers＇ citizenship is closely related to the evolution of national policy. From the breakthrough of cage bound and the restricted flow of migrant workers, to the periodic policy development which takes services and integration as the cores, all the above provide a good policy environment for the migrant workers＇ citizenship. As a political phenomenon, the public policy process of the migrant workers＇ citizenship is essentially a process of adjustment and allocation of social interest. Through appearance of policy adjustments, it seems to reflect the development concept of the government, the development view and the strategic goal orientation. Only when we change the strategic thinking, clear policy orientation, design a holistic policy framework and focus on refining and clustering policies in the operational level, can we be able to have the expected policy effect and speed up the process of migrant workers＇ citizenship.
