产能结构调整和城市空间规划是低碳城市建设两个重要因素。本文在探究低碳城市内涵和梳理国内外低碳城市建设实践的基础上,从产业影响和空间重构两个视角。分析了天津市低碳城市建设的思路。得出的主要结论有:本文构建了天津市各行业的产业影响力系数和产业碳排放影响力系数。其中工业行业的产业影响力系数大都在1附近波动,且石油化工、装备制造、电子信息、航空航天等八大优势产业中的产业影响力系数均大于1,说明天津市各行业发展比较均衡,八大优势产业是天津市社会经济发展的引擎。石油加工炼焦监等重化工行业的产业碳排放影响力系数比较高。说明了这些行业是高碳排放行业,是天津市实现碳减排目标应重点调整的行业。各行业的产业影响力系数和产业碳排放影响力系数存在显著的差异,说明引领天津市社会经济发展的引擎行业不一定都伴随着高碳排放。根据两个产业影响系数的值将天津市各产业划分为四个群组:高产业影响力-低碳排放产业群组,高产业影响力-高碳排放产业群组,低产业影响力-低碳排放产业群组。低产业影响力-高碳排放产韭群组,产业群组的划分可作为天津市产业发展规划和产业布局遴选的依据。区域间协同发展和产业对接协作是产业功能区优化布局的重要因素,天津市应积极完善环渤海区经济合作发展协调机制,努力实现东漳冀都市圈一体化发展。产业功能区布局优化、生活功能区布局优化以及智慧城市建设是天津城市低碳发展空间重构的主要方面,本文从这三个层面给出了天津低碳城市建设的建议。

Industrial restructuring and spatial planning are two important factors of low carbon city construction, through the two perspectives of industry influence and space reconstruction, this paper analyzes the idea of low-carbon urban construction in Tianjin based on the meaning of low-carbon city and the construction practice low-carbon city. The main conclusions are as follows. This paper constructs industrial influence coefficient and industrial carbon emission influence coefficient, where most of the industrial influence coefficient volatile near 1, and the industry influence coefficients in Tianjin Eight Competitive Industries including petrochemical industry, equipment manufacturing, electronic information, aerospace and other are greater than 1. The result indicates the balanced development of the industry in Tianjin, and Tianjin Eight Competitive Industries are the engine of social and economic development. Meanwhile, industrial influence coefficient of heavy industries for example, petroleum processing and coking industry, chemical industry is relatively high, which indicates that the carbon emissions of these industry sectors are high and the policy maker should pay more attention on the industries in order to achieve the targets of carbon reduction. There is a significant difference between industrial influence coefficient and industrial carbon emission influence coefficient in various industries, which indicates that Tianjin' s leading engine industry is not necessarily accompanied by high carbon emissions. Based on industry influence coefficient, this paper divides the industry sectors in Tianjin into four groups, which are high industrial influence - low carbon emissions industry groups ; high industrial influence-high carbon emissions industry groups, low industrial influence -low carbon emissions industry groups, low industrial influence-high carbon emissions industry groups. The group dividing is help to select industries sectors in Tianjin industry development planning and industrial layout. The regional joint development and industrial docking collaboration are important factors to consider in optimizing the layout of the functional areas, so the government of Tianjin should actively improve the mechanisms of regional coordination development, and strive to achieve the Beijing-Tianjin Hebei Metropolitan integrated development. The optimization of industrial function zone layout, the optimization of living function zone layout and the construction of intelligent city are major aspects in reconstruction of Tianjin low-carbon city, the paper gives out recommendations on construction of Tianjin low carbon city from these three aspects.
