资源、环境和经济(REE)复杂系统的协调问题备受关注,但以往文献未深入其内部全面考察区域REE不协调的来源。本文提出CREE—EIE分析框架.利用绿色效率反映REE协调度,利用无效率反映不协调程度.从长期变迁视角考察了中国30个省份REE协调度并分析其不协调的来源。本文认为.各子系统具有内在的投入产出联系.从效率视角可以更深入地研究REE协调,深入到系统内部分析不协调来源才能找到薄弱环节并予以改善。实证分析表明:区域REE协调存在明显的路径依赖和两极分化等特征.经济发达并非协调的前提条件。REE不协调的首要来源是环境无效率.但资源无效率和经济无效率也不容忽视:环境无效率主要来源于烟尘和固体废物的产出无效率.两者贡献度合计超过60%,而碳排放无效率的贡献相对最低,仅约13.5%;资源无效率主要来源于耕地、人力资源和水的投入无效率。三者贡献度合计接近70%。为改善不协调.本文建议以REE协调为区域发展导向,实施绿色效率“锦标赛”,进行倒逼式管理和差别化约束。重点治理烟尘等污染物的排放。优先提升土地利用率和劳动生产率。

The complex system's coordination of resources, environment and economy (REE) attracts full attention. However, present literature does not go inside the REE system to explore the source of incoordination. This paper puts forward a framework named CREE-EIE and uses the concept of green efficiency to evaluate the overall coordination degree and inefficiency to measure the incoordination degree of REE, and surveys the coordination degree of REE and the source of incoordination of 30 provinces in China in the long term. The paper suggests that research based on efficiency analysis may help us better understand REE coordination and find out the weak points to be improved, since the three subsystems have input-output relationship. The empirical results indicate that regional REE coordination shows the characteristics of polarization and path dependence, and the REE coordination is not monoplized by economically-developed regions. The main source of incoordination is environment inefficiency, while resource inefficiency and economy inefficiency should not be neglected. The main resource of environment incoordination is the outputs inefficiency of smoke and solid waste, whose contribution exceeds 60%. Yet the contribution of inefficiency of CO2 is about 13.5%, which is the lowest. The main factors influencing resource incoordination are inputs inefficiency of plough, human resource and water, whose contribution closes to 70%. To ameliorate incoordination, we suggest taking coordination as the guidance of regional development, carrying out green efficiency "tournament" by using differential constraints and compulsory management, controlling dust emissions and improving land utilization and labor productivity preferentially.
