公私合作制是一个相当宽泛的概念,科学界定公私合作制的内涵与本质是学术研究与实践推进的逻辑起点。公私合作制的内涵应着眼于合作关系的长期性、不确定性和风险。并以透明的制度环境和明确的合同安排作为应对合作风险的制度保障。对公私合作制的主体性质、基本属性、实施动机和实施绩效的分析有助于深刻理解其本质特征。对此本文明确提出:公私部门的主体性质应根据各自的任务属性进行划分;公私合作制要求融资与制度创新的统一:公私合作制应视为政府公共治理改革与创新的工具;公私合作制是对传统公共服务供给方式的有效替代。针对公私合作制的本质和中国城市公用事业的特点.健全法规政策体系、合理界定公私部门的职能、探索私方合作者培育与选择机制、完善城市公用事业公私合作的匹配机制、建立适应的政府监管体系、营造市场机制与政府监管互补融合的格局可作为中国城市公用事业推行公私合作制的政策选择。

Public-private partnerships is a broad concept, so defines the connotation of public-private partnerships in a scientific way is still the logic starting point of promoting academic research and practice. This paper argues that: to define the concept of public-private partnerships, we should aim at the characters of cooperative relations from the perspective of long-term, uncertainty and risk, stressing the transparent system environment and clear the terms of the contract as a response to the system guarantee of the cooperation risk. Based on this, the analyses of the main properties of public-private partnerships, basic properties, implementation of motivation and performance is helpful to deeply understand its essential characteristics. For these questions, this article clearly pre.sent that the nature of public and private sector should be divided according to their respective task attribute partition; Public-private partnerships integral requires to combine the financing model and system innovation; Public-private partnerships is a tool of government public administration reform and innovation; Publicprivate partnerships is an effective alternative to the traditional public service supply mode. In view of the nature of the public-private partnerships and the common problems of Chinese urban utilities, feasible proposals include public-private partnerships and improve the regulation and policy system, reasonably define the function of the public and private sectors, explore the mechanism of breeding and selection private collaborators, perfecting the urban public utilities a public-private matching mechanism, establishing the government regulatory system according to public-private partnerships and shape a pattern of the complementary fusion between government regulation and market mechanism to promote China's urban public utilities developments.
