High urbanization rate co - existing with low economic develop level, high economic develop level co -exiting with lacking of city momentum, these are characteristics differ from international practices during the process of economic development and urbanization in coal - based county. The paper will take Shanxi as an example, explore the dynamic mechanism behind this phenomenon, and propose the corresponding measurements to correct the deviation between economic develop and urbanization in coalbased county.
