稳中求进是经济工作总基调,稳是基础和前提,进是取向和目标,两者相辅相成,不可偏废。当前价格改革仍然面临着要素成本上升推动价格的刚性上涨、农业基础薄弱影响农产品价格稳定、形成通货膨胀的货币条件依然存在、国外输入性通货膨胀压力仍然较大等问题,决定了价格改革必须在保持价格总水平基本稳定的前提下进行。价格改革坚持稳中求进,应在完善主要由市场决定价格机制、推进资源性产品价格改革、搞好农产品价格管理、解决事关民生的价格问题、改善价格宏观调控等方面取得突破,为促进经济平稳较快发展、维护社会和谐稳定营造良好的价格环境。

At present, the price reform still faces the problems such as rigid rise driven by increasing cost, weak agricultural foundation affecting the stability of agricultural price, existence of monetary condition fornfing inflation and higer foreign imported inflation pressure, which determine that price reform must be taken under the condition of primary stability of general price level. In order to promote faster and more stable economic development, maintain social harmony and stability and build favorable price environ- ment, the price reform should insist on seeking progress in stability, and make breakthrough in improving the pricing system mainly decided by market, promoting resources product price reform, taking good agricultural price management, solving important people＇s life problems and improving pricing macro-control.
