在我国矿产资源管理领域,目前“半计划,半市场”的特征比较明显,因此迫切需要加快政府职能转变,以实现市场在矿产资源配置中起决心性作用。正是基于这种考虑,就这一问题进行了初步的探讨研究。系统梳理了政府在资源管理中的所有者、管理者及投资者的三重角色特点及其职能表现,分析其存在不同程度的越位、缺位及错位等不合适宜情况,辨证地剖析了形成原因。在此基础上,结合我国矿产资源开发的特点及规律,并从贯彻落实十八届三中全会精神出发,提出了推进政府职能转变方式与途径方面的意见建议,诸如加快矿法修改、强化监督、树立服务意识以及做好发展战略、顶层设计等。

The mineral resources management of China is presently characterized to some extent by "half planning, half market", which necessitates accelerating transformation of government functions to realize the decisive role of the market in allocating mineral resources. On account of the situation, this paper systematically studies the threefold role of the government as owner, administrator and investor, and the corresponding performance, and analyzes the phenomena of "offside", "dislocation" and "absence" in government functions and their causes. Taking into consideration the characteristics and rules of mineral resources development of our country, and for the purpose of implementing the spirit of the Third Plenary Session of the 18th Central Committee of CPC, the paper puts forward the suggestions for accelerating transformation of government functions, such as speeding up the revision of mineral resources law, reinforcing supervision, fostering a sense of service, formulating scientific development strategy and strengthening the top-level design
