以我国6家新型研发机构为例,重点对我国新型研发机构协同创新模式与机制进行了研究。新型研发机构与传统机构相比具有以下特点:功能定位体现政府导向、治理模式去行政化、体制机制灵活创新、政产学研高度协作。在协同创新模式上,主要分析了合作建设模式、组织管理模式、合作研发模式和合作服务模式。新型研发机构协同创新机制是投入机制、收益机制、运作机制、用人机制、考核机制与激励机制的耦合。在新型研发机构探索阶段还存在一些问题,对此提出了相应的政策建议。

In case of China's 6 new R&D institutions, we studied collaborative modes and mechanism innovation of new research and development institutions in China. Compared with traditional institutions, the new R&D institutions have the following characteristics: function orientation conforming to government guidance, non-administration management, flexible and highly collaborative innovation mechanism. In the cooperative innovation mode, mainly analyses the cooperative construction mode, management mode, cooperative R&D model and cooperation model of service. We reckon that collaborative innovation mechanism model of R&D institutions is the input mechanism, benefit mechanism, operation mechanism, employing mechanism, evaluation mechanism, incentive mechanism coupling. In the new R & D institutions of the exploration stage, there are still some problems, this paper presents the corresponding policy recommendations.
