党的十八大报告提出，美丽中国是我国生态文明建设的目标，我国“建设生态文明，是关系人民福祉、关乎未来的长远大计”。目前，我国正处在工业化、现代化、城市化、市场化发展阶段，经济快速发展的同时也伴随着环境污染和环境治理的问题。破解“先发展后治理”、“边发展边污染”、“未富先污”等难题的关键在于生态文明建设，美丽中国离不开生态文明与生态文化建设。

당적십팔대보고제출，미려중국시아국생태문명건설적목표，아국“건설생태문명，시관계인민복지、관호미래적장원대계”。목전，아국정처재공업화、현대화、성시화、시장화발전계단，경제쾌속발전적동시야반수착배경오염화배경치리적문제。파해“선발전후치리”、“변발전변오염”、“미부선오”등난제적관건재우생태문명건설，미려중국리불개생태문명여생태문화건설。
In the Report at 18th Party Congress, building a beautiful country is defined as the objective of our ecological civilization in China. ＂Promoting ecological progress is a long -term task of vital importance to the people＇s wellbe- ing and China＇s future＂. At present, China is at the stage of industrialization, modernization, urbanization and mar ketization. With the rapid economic growth, we are facing the issues of environmental pollution and environmental improvement. Ecological civilization is the key to solve the problems of ＂development before pollution control＂, ＂devel opment with pollution＂ and ＂pollution before getting rich＂. Beautiful China relies on the development of ecological civilization and ecological culture.
