教研室自19世纪上半叶产生以来,至今已历经百余年的历史,其基础地位与重要作用至今未变。我国的教研室是在学习借鉴苏联经验的基础上于20世纪中叶逐步建立发展起来的。当前,通过对部分高校教研室现状进行抽样调查,发现存在一些关系高校教育质量的主要问题。调查表明,各高校教研室的活动经费普遍不足,二级学院领导没有充分放权,教研室主任工作被动,存在职责不明确现象。一些高校虽然建立了教研室工作评价指标体系,但教研室的基础作用仍未充分发挥。鉴于当前教研室存在的主要问题,本文提出转变观念,要对教研室工作认识到位,才能保障活动经费,创新管理机制,激发教研室工作活力;加强高校教研室制度建设,使教研室工作常态化、规范化发展;明确教研室责、权、利,要下放给教研室主任一定权限,提高其工资待遇;建立科学可行的教研室评估指标体系,形成有效的评估机制,以评促建,稳步提高。

Department since the first half of the 19th century to produce , has been over a hundred years of history, its basic position and role has not changed. Our Department is based on learning from the experience of the Soviet Union in the mid-20th century, the gradual establishment developed . Currently, some universities on the status of the Department conducted a sample survey , found the quality of some of the major problems of higher education relationship . Survey showed that the university teaching and research activities generally inadequate funding , two college leaders did not fully decentralized , director of the Department of passive work , the phenomenon is not clear responsibilities exist . Although some universities to establish a Department of job evaluation index system , but the basic role of the Department is not yet fully realized. Given the current Department of the main problems existed , this paper presents the concept of change , to work for the Department of understanding in place to protect the activity funds , innovation management mechanism to stimulate the work of the Department of vitality ; strengthen the system construction of university teaching and research , so that the work of the Department of normalization, standardization of development ; clear Department of responsibili- ties , rights and interests , to a certain authority delegated to the director of the Department to improve their wages ; Department to establish a scientific and feasible evaluation index system , an effective evaluation mecha- nism to assess and promote the construction , improved steadily.
