我国国有资本如何分布及该如何发挥作用，在学界一直都存在争议。从我国目前的情况来看，国有资本的作用领域并非越小越好。国有资本应在确保效率的前提下，尽可能在竞争性领域发挥更多作用，而非简单地退出。国有资本在我国经济社会发展中占有重要地位，今后仍有必要扩大其作用范围。关于国有资本的进退问题，也必须按市场规律办事，让各种经济成分通过市场竞争来配置资源，推广混合所有制等多种经济组合模式，而不应参照某一种模式来人为规定我国国有经济的作用范围、形式等。

It is controversial that how the state-owned assets distribute and function in thefields of economic and law. From the present situation, the functional area of state-ownedassets is not the smaller the better. The state-owned assets should play a more major part inthe competitive area under the premise of guaranteeing the efficiency instead of retreatingfrom these areas simply. State-owned assets in present China＇s society have its great importance, and we still should enlarge its functional scope. As to its retreat and development, itshould be decided by the market rules. We should let all kinds of economic sectors configurethe resources through the market competition, and promote different kinds of ownershipsystem, rather than regulating the functional scope and form of the state-owned economyreferring to a given pattern.
