本文基于滁州市政务服务中心的实证调研，全面分析了发展演变中的滁州市行政审批制度改革与政府流程再造创新实践，揭示其中的制度创新背景、流程再造思路与策略、技术创新方法与手段；同时也对“碎片化”政务服务现状进行思考，从整体政府服务的角度，为地方政府更好地实施整体服务提供若干政策建议。
本文基于滁州市政務服務中心的實證調研，全麵分析瞭髮展縯變中的滁州市行政審批製度改革與政府流程再造創新實踐，揭示其中的製度創新揹景、流程再造思路與策略、技術創新方法與手段；同時也對“碎片化”政務服務現狀進行思攷，從整體政府服務的角度，為地方政府更好地實施整體服務提供若榦政策建議。
본문기우저주시정무복무중심적실증조연，전면분석료발전연변중적저주시행정심비제도개혁여정부류정재조창신실천，게시기중적제도창신배경、류정재조사로여책략、기술창신방법여수단；동시야대“쇄편화”정무복무현상진행사고，종정체정부복무적각도，위지방정부경호지실시정체복무제공약간정책건의。
In this paper, the action trajectory and the value concept of e-administrative service innovation of the five rounds of government process reengineering are described in Chuzhou during 2006-2012, and the background, value orientation, innovation and reconstruction results of each round are analyzed; at the same time, some ideas, strategies and methods of the multi-rounds＇ government process reengineering are summarized. Finally, from the point view of overall government services, some ideas and policy measures are put forward to break government“fragmentation” services.
