1995年，中国开始通过中国进出口银行向发展中国家提供具有政府援助性质的中长期低息优惠贷款。至今，中国政府优惠贷款在国际主权借贷市场上的地位日益显现，也成为中国履行国际责任的重要手段。但是，中国政府优惠贷款的原则和做法与主权贷方行为的国际规则及发达国家的做法存在较大不同，也因此受到国际社会特别是发达国家的批评和质疑。为充分发挥优惠贷款的作用，更好地履行国际责任，中国政府优惠贷款可以参照主权借贷的国际规则，并借鉴发达国家政府优惠贷款的做法，在透明度、项目融资的可行性调查、债务可持续性等方面进一步改进，提高优惠贷款的使用效果。

The principles and practices of China＇s governmental preferential loans differ greatly from those of the developed countries and international principles concerning sovereign lending, and have therefore been subject to criticism and questioning from the international community, especially developed countries. Considering international principles of responsible sovereign lending and borrowing, and referring to the practices of preferential loans in developed countries, China＇s governmental preferential loans should improve its own practices in transparency, project financing, debt sustainability so as to improve the effectiveness of its preferential loans to better perform international responsibility through preferential loans.
