以人为核心是新型城镇化的最终价值取向和区别于传统城镇化的根本特征，传统城镇化的物本主义发展模式归根于经济发展对人的发展的偏离。构建新型城镇化人本保障体系，前提是科学确立人的核心地位，关键是在新型城镇化过程中落实好对人的生存和发展的保障并提升保障能力，重点是要正确处理好政府和市场的关系、完善公共服务均等化体系、增强城市公共建设和产业发展对人的生存和发展的保障功能、推进农民工市民化和建立科学的城镇化评价体系。
