如何进一步深化低碳发展公众参与，是当下面临的新课题。文章在全国范围的问卷调研基础上，对人们熟悉的“低碳”相关概念进行研究。从答案的多样性来看，我国公众对低碳发展表现出积极、不积极和无所谓的多种态度；之后针对低碳发展公众参与进行的调查，也呈现了类似情况。这些现状具备的特征，对加快实现低碳发展公众参与有着重要作用。文章通过对公众在意识层和行动层参与低碳发展具体行动的深入分析发现，我国低碳发展公众参与表现为三种参与类型即主动式参与，引导式参与以及被动适应式参与；目前我国低碳发展公众参与呈现出：以引导式参与为主，其余两种参与方式均有体现的“纺锤形”分布现状，处于前中期阶段。最后针对现有的问题，文章提出了相关对策和建议。

How conduct public participation in the Chinese low-carbon development further, which is facing a new topic.Based on a nationwide survey questionnaire, this paper investigates the hot concept ＂low-carbon＂. The society keeps a va-riety of attitudes and participating degrees including positive, negative or indifferent ways. The survey conducted after alsopresents a similar situation. The characteristics of these cases will have an important role in the implementation of publicparticipation. Through in-depth analysis of the specific actions on public participating low-carbon development, in mentaland action levels, authors found low-carbon public participation in China had three types including active, guided and pas-sive adaptive participation. Furthermore, the current Chinese situation mainly belongs to the guided participation. At last,this paper proposes related countermeasures and suggestions aiming at existing problems.
