西藏已经处于从持续较高速度的发展向跨越式发展转变，从主要依靠国家优惠政策和对口支援的“外力推动型”向自主创新型模式转变。从基本稳定向长治久安转变的新的历史发展阶段。在转型与发展的关键时期，需要从巩固统一多民族国家的独特发展、重视旧西藏的特质与新西藏的跨越之事实、推动从传统到现代的转型、稳边固土四个政治维度经略西藏。
西藏已經處于從持續較高速度的髮展嚮跨越式髮展轉變，從主要依靠國傢優惠政策和對口支援的“外力推動型”嚮自主創新型模式轉變。從基本穩定嚮長治久安轉變的新的歷史髮展階段。在轉型與髮展的關鍵時期，需要從鞏固統一多民族國傢的獨特髮展、重視舊西藏的特質與新西藏的跨越之事實、推動從傳統到現代的轉型、穩邊固土四箇政治維度經略西藏。
서장이경처우종지속교고속도적발전향과월식발전전변，종주요의고국가우혜정책화대구지원적“외력추동형”향자주창신형모식전변。종기본은정향장치구안전변적신적역사발전계단。재전형여발전적관건시기，수요종공고통일다민족국가적독특발전、중시구서장적특질여신서장적과월지사실、추동종전통도현대적전형、은변고토사개정치유도경략서장。
Tibet has been in the transition from a sustained high speed of development to leapfrog development. It has shifted from mainly relying on the country＇s preferential policies and province support to Innovation-oriented mode, and from basic stability to long-term stability of the new historical stage of development. In the critical period of transformation and development, the following four political dimensions should be paid great attention to, that is, consolidating the unified muhi-ethnic country unique development, emphasizing the characteristics of old Tibet and the fact of the new Tibet, promoting the transition from tradition to modernization, and maintaining the stability of the country＇ s border.
