高职院校作为专门从事职业类教育的高校,具有办学主体多元、治理结构开放等特点,其与社会的交往和联系非常广泛,因此,高职院校章程的制定显得尤为必要和紧迫.高职院校在章程制定中要充分考虑诸种因素,包括举办者与学校、共性与特色、行政权力与学术权力、党委领导与校长负责、学校与学院之间的关系.此外,由于高职院校从事的是高等职业教育,具有鲜明的职业性,因此,章程中的很多内容又必须区别于一般本科院校,以显示这种教育类型学校的特色.

As a higher education institute specialized in vocational education, higher vocational colleges possess the characteristics of diversified school running subjects, open governance structure, and wider social communication and contact. As a result, it is of great necessity and urgency to make regulations in higher vocational colleges. In the formulation of the regulations in higher vocational colleges, both internal and external factors should be fully considered. The major factors include the main sponsor and the college, commonness and characteristics, the administrative power and academic power, the leadership of the Party committee and the principal, the college and school. In addition, because the work engaged in higher vocational colleges is higher vocational education with distinct vocational characteristics, a plenty of content in the regulations must be distinguished from the general undergraduate colleges and universities to show the specialty of this type of education.
