建设中国特色新型智库，已经成为推进国家治理体系和治理能力现代化的重要战略举措。从全球智库发展的国际比较考察，智库组织类型的多元性是中国智库发展的现实基础，但竞争性不足和自主性欠缺则是中国智库发展的短板。促进中国特色新型智库建设，应优化中国多元化组织类型智库间的合理互补格局，创设有序竞争的政策分析市场，培育智库政策研究的自主性，为中国智库发挥其应有的社会功能创造良好的条件。

The construction of new-style think tanks with Chinese characteristics has become an important strategic initiative to promote the modernization of national governance system and governance capacity. From the international eomparettive perspective, this articleinvestigates the development of think tanks in different countries. China＇ s think tanks are organizationally diversified. However, the insufficient of competition and lack of autonomy is short board, which restricting the constnmtian of high quality thinktanks in China. To promote the construction of the new-style think tanks with Chinese characteristic, China should optimize the diversificationof think tanks, ereatethe orderly competition in policy analysis market, and cuhivatethe autonomy of China＇ s thinktanks, which can builda better enviromnent for China＇ s think tanks to play their social roles.
