Construction of Rule of Law in Hunan, Evaluation Index System（EIS）, thought, framework
科学的评价指标体系，是客观评价的基础。法治湖南建设评价既是对建设进程也是对建设效果的评价，因此，应以分解、细化和量化《法治湖南建设纲要》的精神实质为出发点，保证党委和政府、专家、社会公众对评价过程的参与性，从基本举措、客观成效和主观感受三个维度建立评价指标体系。
科學的評價指標體繫，是客觀評價的基礎。法治湖南建設評價既是對建設進程也是對建設效果的評價，因此，應以分解、細化和量化《法治湖南建設綱要》的精神實質為齣髮點，保證黨委和政府、專傢、社會公衆對評價過程的參與性，從基本舉措、客觀成效和主觀感受三箇維度建立評價指標體繫。
과학적평개지표체계，시객관평개적기출。법치호남건설평개기시대건설진정야시대건설효과적평개，인차，응이분해、세화화양화《법치호남건설강요》적정신실질위출발점，보증당위화정부、전가、사회공음대평개과정적삼여성，종기본거조、객관성효화주관감수삼개유도건립평개지표체계。
Scientific Evaluation Index System（EIS） is the basis of objective evaluation. The evaluation of construction of rule of law in Hunan focuses on both the process and the consequence. Firstly, EIS decomposes, refines and quantifies the spiritual essence of Construction Program of Rule of Law in Hunan. Secondly, EIS ensures the broad participation of party committees and governments, the experts and the public in the evaluation process. Finally, EIS includes the indicators of basic means, objective results and subjective feelings.
