The Singapore government has established the concept of "Ensuring Honesty with High remunera-tion", and implemented a mechanism for comparing civil service remuneration with comparable positions in themarket. This comparison mechanism is easy to use and functions well, and is also quite open and transparent,which ensures competitive remuneration for civil servants, and makes it convenient for the government to attracttalents. The comparison mechanism makes a great contribution for Singapore government in making the civilservice honest and efficient. China has not yet established this kind of compensation comparison mechanism,which has caused some undesirable consequences. This method adopted by the Singapore government providesuseful reference for the reform and improvement of civil service remuneration in China.
