The retirement age adjustment is a redistribution of the cost of aging, and raising the retirement agemeans motivating workers who have a longer life expectancy to work longer before retiring. Developed countriesare working with adequacy, sustainability, fairness and efficiency as the goals, system reform, parameterchange and environment improvement as the tools, in order to raise the normal retirement age, eliminate themandatory retirement system, control taking early retirement, adjust pension payment and develop the old agelabor market for the content; and finally construct macro policy, meso operation and micro decision in order todovetail with the retirement age policy system as well. China's direction is needed to construct a flexible retire-ment system for the purpose of incremental reform, adhering to the delayed path with vertical uniform and hori-zontal allometry.
