党的十八大为中国对外援助工作的改革创新指明了方向，中国的对外援助也需要积极发挥NGO的作用。然而，具体到操作层面，如何发挥NGO的作用，还需要借鉴国外的经验。文章通过对美国、英国、日本三个国家NGO参与对外援助的制度进行比较，指出各国除了对NGO提供必要的资金支持外，更重要的在于通过创新合作模式、加强对NGO的监督与评估、建立对话交流机制等方式，不断提高NGO参与的效率和影响力。文章最后对中国NGO参与对外援助的制度建设提出了政策建议。

The Eighteenth National Congress of the CPC pointed out the reform direction of China＇ s foreign aid,and there is no doubt that NGOs＇ participation is very important, but in specific implementing aspects, we reallyneed to draw lessons from foreign experience. This paper compares NGO participating institutions in the UnitedState, United Kingdom and Japan. It must be pointed that the institutions in these countries, in addition to pro-viding the necessary financial support, continuously create new patterns of cooperation, strengthen supervisionand evaluation, and establish communication mechanisms to improve the efficiency of NGOs participation. Fi-nally, this paper puts forward some policy recommendations for institutional design of the Chinese NGOs＇ partic-ipation in foreign aid.
