以成都市为例,对农民进城的货币成本和农民财产权利的市场价值进行了定量分析,发现只需60%的进城农民合理流转其财产权利,即可支付全部农民进城的总成本。因而让农民带着财产权利进城,在经济学意义上完全具有可行性,应当在充分遵循国家法律和农民意愿的基础上,鼓励进城农民合法有序地处置其财产权利。

By the case of Chengdu city, this paper has a quantitative analysis about farmers' monetary cost going to a city and the market value of the property rights of farmers, and found that if only 60% of farmers using of their property rights, they can pay the total cost of all the peasants. Thus, it' s entirely feasible in the sense of Economics, that letting farmers go to cities with their property rights. So it encouraged the peasants in legal and orderly disposition of their property rights, in full compliance with national legislation and on the basis of the wishes of farmers.
