当前我国许多民办幼儿园实际上已成为“营利性”教育机构,出现了以经济效益为中心而忽视社会责任和公众利益的现象.本文试图围绕这一问题,探讨民营幼儿园的所有者权益与社会责任,厘清民营幼儿园所有者权益与社会责任的关系,选取行之有效的管理工具,以帮助民营幼儿园平衡管理所有者权益与社会责任.

Human capital stock accounting failed to produce local equilibrium in some provinces due to manyvariables influencing inflow and outflow. The paper estimates annual human capital stocks measured by educationalattainment in both gross and per capita approaches. The deviation between actual account and perpetual inventory accountof human capital stock, the gross and average years of schooling of the labor force in each province were taken into account.The authors provided convincing evidence that between-province migration affected human capital accumulation, the flow ofwhich had significant effects, the host provinces of quality migrants would enjoy human capital bonus with a surplus, whilehome provinces would suffer brain drains with a deficit.
