我国专利专题数据库建设起步虽晚,但发展速度较快。然而,专利服务体系平台建设由于受体制与观念制约,至今仍处于分散状态,其规模、服务水平和加工深度与国际水平相比有较大差距。本文基于新的市场经济条件,结合我国专利信息服务和专利数据库建设现状及国际经验,提出建设市场主导、政府服务的“物理分散、逻辑统一”的“分散式、合作性”专利信息服务新模式,对建设主体、内容、模式进行规范。

China witnessed a rapid development in patent information service although it is in an early stage. Restricted by system and notion, China＇ s patent services system platform still is in a dispersed state. Its proportion, service level and process deepness have a large gap compared with the world standard. Based on the new market economy condition, in accordance with the status of patent information service and patent database construction, this paper puts forward the new mode of information service, which is based on market-oriented and governmental service, in order to standardize the construction main body, the content and the mode. It would be a mode of distributed and cooperation, physical disperse but logical unification.
