产权是所有制的核心，经济发展质量的好坏与产权保护制度的完善与否具有极大的正相关关系。青海作为欠发达地区，进一步深化经济体制改革，以完善产权保护制度促进经济发展是解决所有问题的关键所在。在充分调研的基础上，本文分析了产权保护制度概念，阐述了青海完善产权保护制度的重要意义，剖析了当前青海产权保护中的问题，提出了青海完善产权保护制度的对策建议。

Property right is the kernel of system of ownership. The quality of economic and the systemof enterprise property rights protection have positive correlation relations. Qinghai is still an undevelopedprovince in China, to further reform of the economic system and promote economic development, the gov-ernment must improve the system of enterprise property rights protection. According to sufficient investi-gation, this paper provides analyzing concept of property rights, also provides the significance, the currentproblems and the policy suggestions about improving the system of enterprise property rights protection inQinghai province.
